原発危機に対する危機感落ちていませんか

今年の1月1日の朝日新聞の第1面のトップ記事は秀逸だった。普通ならば正月らしい記事に彩られるところだが、正月早々、原子力安全委員会委員長の斑目氏をはじめとする委員、審査委員だった24人が過去5年間電力会社や原子力関連企業から約8500万円の寄付を受けていたというのである。

このたび明らかにされたのは、過去5年間のデータにすぎないから、御用学者たちが過去何十年にもわたって、我々が支払わされてきた高い電気料金から、もっと巨額な資金を黙って受けていたことは、想像に難くない。

斑目氏は「便宜図っていない」というが、多くの国民の命に関わるような原発の安全審査に関わる国の要にいる人達が、企業と金のパイプで堅く結びついているなどというようなことが黙って許されていいのだろうか。

朝日新聞には斑目委員長と代谷京大原子炉実験所長の他9名ほどの名前が挙げられていたが、本来は全員の名前を記すべきであるし、どんな研究支援を受けた某が、審査の場や、原発再稼働に関する議論の場で、これまでどんな審査・発言をしてきたか白日のもとにさらし、その彼らが今後どのような立場でどんな審査・発言をするのか、メディア各社は、目を光らせ、しっかり報道すべきである。

このニュースが報道されてから、日本のメディア各社の動向に注目してきたか、いずれも黙認したままである。以下は、京大小出氏の原発安全収束宣言に対する発言である。

原発を支えてきた御用学者たちはせめてもの罪滅ぼしとして、これまで企業から供与された寄付金全額をフクシマの被災者支援のために返還して当然であると考えるのは、薔薇っ子だけだろうか。

小出「私から見ると今現在、戦争が続いているのです。」

ナレーション:12月16日、政府による事実上の原発事故”収束宣

言”が出されました。あたかも原子炉の状況がこれ以上悪くなること

ないとでも言いたげな印象を与えました。しかし、原発の危険性

を訴え続けてきた小出助教は、いまだ私達が安心できる状況に

ないと警鐘を鳴らします。

玉川「原子力の専門家の方々の中では”冷温停止”というのは何を

指す言葉なのですか?どういう状態をいうのですか?」
小出「原子炉圧力容器という圧力釜が健全で、中に水がたまると、

穴が開いていないというそういう状態で、炉心がその水の中に浸

かっている、そしてその水の温度が100℃を超えないというの

が”冷温停止”という概念。」

玉川「ということは、圧力容器をもう破って、格納容器すら破ってい

るという状況の中で、もう”冷温停止”っていう言葉自体が本当は

かしいわけですね。」

小出「そうです。そんな言葉を使うこと自身がもう著しくおかしい

し、工学的に言うならば、常識をはるかに逸脱したことを言って

るわけです。

玉川「政府が言っている”冷温停止”を解釈するとですよ、何をもっ

て”冷温停止”しているという言い方になっているわけですか?」
小出「少なくとも”冷温停止”という概念が適用できないということは

確実なんですけども、政府や東京電力はもう仕方がないから”冷温

停止相当”のというような、まあそういうような表現にしているわけで

すが、圧力容器もまあ100℃を超えていないで蒸気がどんどん噴

き出してくるような状態ではないということをもって”冷温停止”と。」

ナレーション:小出助教は、1号機で落ちた燃料の高熱によってコ

ンクリートが65㎝溶けている可能性があるという東京電力の見解

も、科学的にはなんら証明されたものではないと言うのです。

小出「皆さん想像してほしいんですけれど、コンクリートの床があっ

てですね、その上に2800℃を超えた瀬戸物の・・溶けた瀬戸物

が落ちてくるわけです。その溶けた瀬戸物がコンクリートを溶かし

ながら今下にめり込んでいっていると言っててるわけですね。東京

電力もそう言っている。その時に、水を例えば上からかけたとして

も、瀬戸物の表面は冷やすことが出来るだろうけれども、コンクリー

トの中にめり込んでいっているその溶けている塊はもう冷やせない

わけですよ。」
玉川「ということは、そのままもっとめり込んでいっていることが・・」
小出「多分めり込んでいっているんだろうと思っているのですね。

それがもうすでに突き抜けているのかもしれないわけだし、誰もそ

れを確認することができないという状態。」

「収束はしていない原発に潜むさらなる”危険性”」

ナレーション:さらに彼の心配は原子炉以外にも及んでいます

小出「今現在、4号機のプール等が崩壊するかもしれない。」

ナ:福島第一原発で過酷事故を起こした4つの原子炉。その中で

原発2基分の使用済み核燃料を今も冷やし続けているのが4号機

の燃料プールです。
玉川「4号機のプールの崩壊というのは、例えば新たな地震とかそ

ういうふうなものでということですか?」
小出「はい。私が怖れているのは、”地震”ですし、多分東京電力も

それを怖れていて、4号機のプールが崩壊をしてしまうかもしれな

いということで、プールを支える柱とか壁とかの補強工事を、かなり

長い時間をかけてやったと思います。プール自身が崩壊するよう

なことになれば、水はもちろん流れちゃうわけですし、燃料棒とい

うものが空気中に剥き出しになりますので、そうなれば溶けてしま

います。」
玉川「使用済みだけど冷やさなきゃ、やっぱりそれでも溶けるんで

すね。溶けてしまえば・・」
小出「飛び出てきてしまいます。」
玉川「あーっ」
小出「4号機はかなりあの際どい状態に私はあると思いますし、そ

のプールを崩壊させないようなことはやらなければいけない。」

「反原発訴え続け40年”学者としての責任”」

ナレーション:事故の第一義的な責任はもちろん東京電力にありま

す。しかしこの事故の背景には、何が何でも原子力政策を推し進

めたかった政府と官僚の思惑があり、そしてその思惑を裏から支

え続けた大学の研究者たちの存在がありました。

玉川「今回ほどいわゆるその学者の責任が問われたことはない

じゃないかと思うんですが、いわゆるまあ御用学者というよう

な人たちの存在がずいぶんあのクローズアップされたと思うんで

すけれども、そういう人たちの存在をまあ対極にいらっしゃった立

場としてはどういうふうに見ますか?」

小出「自分が何か間違いをすれば自分で責任を取るしかないと思


いますし、原子力を推進してきた人たちだって、自分がこれまで

ってきたことの意味というのをちゃんと自分で考えてそれなり

の責任を明確にする、そして責任を取るということをやるべきだ

と私は思っているのですが、残念ながら誰一人としてやらな

い。チャップリンが(殺人狂時代という)映画を作った。えー、その

中で「一人殺せば殺人者だけれども、100万殺せば英雄だ」という

言葉を言わせているんですね。もし私が誰かに被ばくをさせる、法

律を超えて被ばくをさせるようなことをすれば、私は犯罪者として

国から処罰をされたはずだと思いますけれども、その国、あるいは

まあ巨大産業である東京電力は、何百万人の人に今被ばくをさ

ているわけですね。それでも誰も責任を取らない。ぬけぬけ

とこのまま逃げおおせるというようなことは、私は許したくないと

思います。」

ナレーション:廃炉まで少なくとも数十年。次の世代まで引き継が

れるあまりに重いこの現実。最後に私はこの問いを投げかけた

玉川「ずっと今まで小出先生が主張してきたことが、事故という形

で正しいということが立証されてしまったわけですよね。それにつ

いてはどうですか?」
小出「言葉に尽くせず無念ですね。もう最終的な敗北を私はさせ

られたと。」

スタジオ玉川「敗北したと。この敗北は小出先生だけじゃなくて日

本人全体の敗北だと思いますけど。」

玉川まとめ「私が一番心配してるのは、そういう危機に対する関

がですね、この原発に関してもやっぱり落ちてきているんで

よ。これが一番危機だと思います。

こんなこと、許されていいの?

何処の国でも、不条理なことはある。しかし、こんなことが日本のような国で許されていいのだろうか。畑村氏は、東電や政府、及び関係者個人の責任を問わないというが、こんなことがまかり通るならば、日本中の刑務所に収監されている罪人は全て解放されてもいいと思うのは、薔薇っこだけだろうか。

巨大な権力さえ持てば何をしていいのか。そんなことがこのまま許されていいのだろうか。
お前たちはいったいなにをしていたのかと、子供や孫の居る人たちは次の世代に何と言い訳をするつもりなのだろうか。

保安検査官逃げ回り・東電は子会社任せ…事故調

原発の監視を担う原子力安全・保安院の原子力保安検査官や、事故対応の責任を担う東電が、役割を十分に果たせなかった実態も、中間報告で明らかにされた。
報告書によると、東電の事故対応を指導監督する立場の検査官は3月12日早朝、4人全員が現場を立ち去り、約5キロ離れた対策拠点のオフサイトセンターに戻っていた。放射線量の上昇により、屋外の防災車の搭載電話が使えなくなったのが理由とするが、中間報告は「東電の回線など他の手段で状況報告は可能だった」とみている。
13日朝には、海江田経済産業相から炉心への注水状況を監視するよう指示を受け、検査官4人が原発に入った。だが、対策本部のある免震重要棟の一室に閉じこもり、東電社員から資料を受け取るだけだった。14日午前11時過ぎには、3号機が水素爆発を起こしたため、身の危険を感じ、同日午後5時頃、上司の明確な了解がないまま同センターに引き揚げた。
菅首相が東電本店に乗り込み、東電社員に「逃げてみたって逃げ切れないぞ」とまくしたてたのは翌15日早朝。その前に検査官らは退避を終えていた。事故調関係者は「検査官は職責を果たさず逃げ回っていたも同然だ」と批判する。
一方、原子炉の冷却で重要な役割を果たしたのが東電の子会社だったことも分かった。
吉田昌郎所長(56)は3月11日夕、全電源喪失の事態を受け、1、2号機への消防車による炉内注水を検討するよう指示した。だが、消防車の活用はマニュアルになく、同原発の「発電班」「技術班」などはどこも自分の担当と考えなかった。
同日深夜、1号機の危機的状況が分かり、12日未明、消防車による注水を準備した。しかし、消防車を操作できる東電社員はおらず、下請けの子会社に頼らざるを得なかった。東電社員の「自衛消防隊」もあったが、ホースの敷設なども当初は子会社社員だけで行った。
放射線量が高まる中、子会社は一時、作業に難色を示したが、東電の強い要請に応じた。2、3号機でも注水作業を担い、3号機建屋の水素爆発では3人が負傷した。(肩書は当時)

Japan Panel Cites Failure in Tsunami

The failures, which the panel said worsened the extent of the disaster, were outlined in a 500-page interim report detailing Japan’s response to the calamitous events that unfolded at the Fukushima plant after the March 11 earthquake and tsunami knocked out all of the site’s power.
Three of the plant’s six reactors overheated and their fuel melted down, and hydrogen explosions blew the tops off three reactor buildings, leading to a major leak of radiation at levels not seen since Chernobyl in 1986.
The panel attacked the use of the term “soteigai,” or “unforeseen,” that plant and government officials used both to describe the unprecedented scale of the disaster and to explain why they were unable to stop it. Running a nuclear power plant inherently required officials to foresee the unforeseen, said the panel’s chairman, Yotaro Hatamura, a professor emeritus in engineering at the University of Tokyo.
“There was a lot of talk of soteigai, but that only bred perceptions among the public that officials were shirking their responsibilities,” Mr. Hatamura said.
According to the report, a final version of which is due by mid-2012, the authorities grossly underestimated the risks tsunamis posed to the plant. The charges echoed previous criticism made by nuclear critics and acknowledged by the operator of the plant, Tokyo Electric Power.
Tokyo Electric had assumed that no wave would reach more than about 20 feet. The tsunami hit at more than twice that height.
Officials of Japan’s nuclear regulator present at the plant during the quake quickly left the site, and when ordered to return by the government, they proved of little help to workers racing to restore power and find water to cool temperatures at the plant, the report said.
Also, the workers left at Fukushima Daiichi had not been trained to handle multiple failures, and lacked a clear manual to follow, the report said. A communications breakdown meant that workers at the plant had no clear sense of what was happening.
In particular, an erroneous assumption that an emergency cooling system was working led to hours of delay in finding alternative ways to draw cooling water to the plant, the report said. All the while, the system was not working, and the uranium fuel rods at the cores were starting to melt.
And devastatingly, the government failed to make use of data on the radioactive plumes released from the plant to warn local towns and direct evacuations, the report said. The failure allowed entire communities to be exposed to harmful radiation, the report said.
“Authorities failed to think of the disaster response from the perspective of victims,” Mr. Hatamura said.
But the interim report seems to leave ultimate responsibility for the disaster ambiguous. Even if workers had realized that the emergency cooling system was not working, they might not have been able to prevent the meltdowns.
The panel limited itself to suggesting that a quicker response might have mitigated the core damage and lessened the release of radiation into the environment.
The aim of this panel is not to demand responsibility,” Mr. Hatamura said. He also said the panel’s findings should not affect debate on the safety of Japan’s four dozen other nuclear reactors.

官邸横やりで迷走 「炉心溶融」発表

事故発生直後、経済産業省原子力安全・保安院が「炉心溶融(メルトダウン)が起きている」と説明しながらその後、見解が二転三転したのは官邸の横やりが原因だった。
三月十二日午後二時ごろ、作業着姿で記者会見した中村幸一郎審議官は「(1号機は)炉心溶融の可能性がある。炉心溶融がほぼ進んでいるのではないか」と説明した。
報告書によると、中村審議官は原発周辺の放射線量上昇や、1号機が冷却機能を失って時間がたつことから炉心溶融が進んでいると判断。会見直前に寺坂信昭院長(当時)に報告。寺坂氏は「(事実がそうなら)そのように言うしかない」と、公表を了承した。
その後、官邸で保安院の広報に懸念が出ており、発表前に官邸に情報提供するよう求める声があったと知った寺坂氏は、複数いた広報担当者に「発表の際は事前に官邸の了解を得るように」と指示した。中村審議官には人を介し、発言に気を付けるよう注意した。
一、二時間おきに開かれていた保安院の会見はこれ以降、官邸の了解を得るため数時間に一回に減った。広報官は中村審議官の申し出により交代。以後の広報官は「炉心の状況は不明」などと言葉を濁し、四月まで炉心溶融を認めなかった。
官邸は東京電力にも横やりを入れていた。東電の福島事務所は十二日夜、報道関係者が傍聴できる会議で爆発後の1号機の写真を公表した。官邸側は翌十三日、事前連絡なしに公表したと東電の清水正孝社長(当時)に注意。清水氏は現場に、発表や資料の公表は事前に官邸の了解を得るよう指示した。この影響で、重要な情報の広報が遅れた。
十四日早朝、3号機の格納容器の圧力が異常上昇。東電は官邸詰めの社員を通じ、発表の了解を求めた。しかし、官邸内で調整がつかず、東電は広報を見送った。この情報は同日午前九時十五分、保安院が説明した。

Democracy Index 2011

エコノミストのEIUが、今年も世界167か国と地域の民主主義の指数を算出し、発表した。
結果はノルウエーが首位、西欧諸国が上位を占め、最下位は北朝鮮であった。


 アメリカは19位、日本は21位で、かろうじて完全な民主主義国家のカテゴリーに分類された。
指標は、選挙制度、市民の自由、政府の仕組み、市民による政治参加、政治風土の5項目を総合して算出されたもので、「完全な民主主義」(Full Democracies)体制の中で生きているのは、世界人口の11%に留まると報告している。.


EIUが市民の自由や政府の仕組み、市民による政治参加や政治風土をどのような基準で判定したかは定かではないが、日本を完全な民主主義のカテゴリーに入れていることに驚きを覚えるのは薔薇っ子だけだろうか。西洋の調査機関によるヨーロッパの言語を公用語としない国や地域への調査は様々な点で困難点が多いことは容易に予想できることである。それにしても、国民の大多数が反対している原発が今もなお当然のように稼動させており、その原発の問題点について率直にに報道したり、批判したりする政治家や官僚は更迭され、選挙で掲げた公約違反を続ける政治家集団が、官僚と経団連の傀儡となって国を動かし、国の将来を憂い、官僚批判をする勇気ある官僚は容赦なく首を切られる。公務員宿舎は全廃ではなく、たった25%廃止になるだけ、しかも5年間だけは新規新設はしないという条件付きとし、国会議員の大幅削減も、議員宿舎の廃止も全くないまま、総理は財務省のいいなりで増税の横車を押すことしか眼中にない。放射能物質が大量に漏れても政府は情報隠しに忙しく、「危ないことが起こっているのではないか」と察知し、「直ちに健康の被害はない」などとうそぶく政府の発表に疑問を呈し、声を上げ始めた国民に対して、「デマを飛ばすと逮捕されるぞ」と官房長官御自らが主要メディアを通して恫喝を始め、3月以来、放射能汚染に関する大事な情報は、小出しにして、小さくちょろちょろ忘れた頃に発表するーーそんな国のどこか、Full Democraciesなのだろうか。


EIUは、恐らく高級官僚や御用学者、日経などのメディアから英語で情報を収集し、それを評価の指標にしているのであろうが、もっと多面的にこの国で一体何が起こっているのかしっかりと見極めてもらいたいものである。そうでなければ、この調査の信頼性そのものが、損なわれる結果になるであろう。

Democracy today

The results of the Economist Intelligence Unit’s Democracy Index 2011 show that democracy has been under stress in many parts of the world. The state of democracy deteriorated in 48 countries during 2011, out of the 167 that are covered by the index. In only 41 countries did the state of democracy improve, with it remaining unchanged in a further 78. In most regions the level of democracy, as measured by the average democracy score in the index, is lower in 2011 than in 2010. This deterioration was seen not just in emerging markets, but in the developed countries of North America and Western Europe. There was also a decline in the level of democracy in Eastern Europe and small deteriorations in both Asia and Latin America. These were offset by increases in the level of democracy in the Middle East and North Africa (MENA) and Sub-Saharan Africa.

According to Laza Kekic, the Economist Intelligence Unit's Director for Country Forecasting Services and main editor of the report, "2011 was an exceptionally turbulent year, characterised by sovereign debt crises and weak political leadership in the developed world, dramatic political change and conflict in the Middle East and North Africa (MENA), and rising social unrest. It featured important changes in democracy, both in the direction of unexpected democratisation and a continuation of decline in democracy in some parts of the world."

The unprecedented rise of movements for democratic change across the Arab world a year ago led many to expect a new wave of democratisation. But it soon became apparent that the revolutions in Tunisia and Egypt would not be repeated so easily elsewhere and that democracy remained a highly uncertain prospect. Many MENA autocracies resorted to a mix of repression and cosmetic changes, although the improvements in Tunisia, Egypt and Libya were sufficient to lift the region overall.

More generally, global backsliding in democracy has been evident for some years and strengthened in the wake of the 2008-09 global economic crisis. Between 2006 and 2008 democratisation stalled; between 2008 and 2010 there was a deterioration across the world. In 2011, however, the decline was concentrated in Europe.

Erosion of democracy in Europe
In Western Europe, there has been a significant erosion in democracy in recent years. Seven countries experienced a deterioration in 2011; none had an improvement. The main reason has been the erosion of sovereignty and democratic accountability associated with the effects of and responses to the euro zone crisis (five of the countries that experienced a decline in their scores are members of the euro zone—Greece, Italy, Portugal, Spain and Ireland). Most dramatically, in two countries (Greece and Italy) democratically elected leaders have been replaced by technocrats.

The near-term political outlook for Europe is disturbing. The European project is under serious threat and disputes within the EU are sharp. Harsh austerity, a new recession in 2012, high unemployment and little sign of renewed growth will test the resilience of Europe's political institutions.
The overall Democracy Index is based on scores for five different categories: electoral process and pluralism; civil liberties; the functioning of government; political participation; and political culture. The Index measures the state of democracy in 165 independent states and two territories, which account for almost the entire population of the world. Countries are placed within one of four types of regimes: “full democracies”, “flawed democracies”, “hybrid regimes” and “authoritarian regimes”.

Eight countries had a change in regime type in 2011. In four there was a deterioration and four had an upgrade. Portugal deteriorated from a "full democracy" to a "flawed democracy", a development that had already affected Greece, Italy and France in 2010. Ukraine and Guatemala regressed from flawed democracies to hybrid regimes, and in Russia a long process of regression culminated in a move from a hybrid to an authoritarian regime in the light of the cynical decision by Vladimir Putin to return to the presidency and because of deeply flawed parliamentary elections.

Tunisia experienced the biggest increase of any country in its democracy score in 2011. It moved from an authoritarian to a hybrid regime. Two Sub-Saharan African countries also moved from authoritarian to hybrid regimes (Mauritania and Niger), and Zambia improved from a hybrid to a flawed democracy.

Results for 2011
• Just over one-half of the world’s population lives in a democracy of some sort,
although only 11% reside in “full democracies”. More than one-third of the world’s population still lives under authoritarian rule. 
Although almost one-half of the world's countries can be considered democracies, the number of "full democracies" is low (only 25); 53 are rated as "flawed democracies". Of the remaining 89 states, 52 are authoritarian and 37 are considered to be "hybrid regimes". 
• Popular confidence in political institutions continues to decline in many countries.
• Mounting social unrest could pose a threat to democracy in some countries. 
• Eastern Europe experienced another decline in democracy in 2011, with 12 countries experiencing a deterioration. 
• US democracy has been adversely affected by a deepening of the polarisation of the political scene, and political brinkmanship and paralysis.
• The US and the UK remain at the bottom end of the full democracy category. There has been a rise in protest movements. Problems in the functioning of government have become more prominent. 
• Although extremist political forces in Europe have not yet profited from economic dislocation as might have been feared, populism and anti-immigrant sentiment are on the rise.
• Rampant crime in some countries—in particular, violence and drug-trafficking—continues to have a negative impact on democracy in Latin America.

民主主義指数、今年もノルウェーが首位 北朝鮮は最下位

(CNN) 英誌エコノミストの調査部門エコノミスト・インテリジェンス・ユニット(EIU)がこのほど発表した今年の「民主主義指数」のランキングで、ノルウェーが昨年に続いて首位を獲得した。最下位も昨年と変わらず、朝鮮民主主義人民共和国(北朝鮮)だった。

同指数は、世界167カ国・地域を対象に、選挙制度、市民の自由、政府の仕組み、市民による政治参加、政治風土の5項目を総合した民主主義のレベルを、0~10の数値で算出している(0が最も低く、10が最も高い)。

ノルウェーは昨年と同じ9.8を記録して首位。これに続き上位10位以内に入った国はアイスランド、デンマーク、スウェーデン、ニュージーランド、オーストラリア、スイス、カナダ、フィンランド、オランダで、欧州諸国が多数を占めた。北朝鮮の指数は1.08だった。

指数が昨年より上がった国、地域の数は41、下がったのは48、変わらなかったのは78。EIUは「2011年は特に波乱の多い年だった」として、欧州の債務危機や中東、北アフリカの政変、社会不安の広がりなどを挙げた。

米国は8.11で19位と、昨年の前回調査から指数が0.07、順位が2位下がった。EIUは下降の要因として、党派間対立や経済格差に対する抗議デモを指摘している。一方で1989年に民主化したチェコが16位、84年に民主主義が復活した南米ウルグアイが17位に入った。日本は8.08で21位だった。

EIUは対象国・地域を「完全な民主主義」型(指数8~10)、「不十分な民主主義」型(同6~7.9)、「混合」型(同4~5.9)、「独裁主義」型(0~3.9)に分類している。これによれば日本や韓国を含む25カ国が完全な民主主義、フランス、イタリア、インドを含む53カ国が不十分な民主主義、中国など52カ国が独裁主義と判定される。

世界の人口のうち、完全な民主主義体制の下で暮らす人は約11%にとどまる一方、3分の1以上が独裁体制下にいる計算になるという。
